Title: Issue of a permit for a single blast cycle design

Legal grounds: Labour Code – Article 276 (1), Order № 294 of 28.12.1996 of the Minister of Labour and Social Policy and Article 11 (1, 2) of the Rules on Health and Safety in Working with Explosives.

Documents required:

  1. Application for issuing of a single blast cycle design permit (GLI EA template available).
  2. When designer qualification is claimed based on evidence for completed higher education, the applicant must provide a copy of the first-degree designer higher education diploma (when the diploma was issued before 01.01.2012). If the diploma of the first-degree designer was issued after 01.01.2012, the applicants need to provide in the application the personal identification number of the designer and the registration number and date of issue of the diploma, and GLI EA is going to obtain the information in the registries of the Ministry of Education and Science.
  3. Declaration according Article 39 (1) of the Administrative Procedures Code stating that the competency certificate of the developer has not been revoked by the control bodies of the Ministry of Internal Affairs.

How to apply - The service qualifies as a third level electronic administrative service (two-way electronic communication).

  1. Online by the Secure Electronic Delivery System of the State e-Government Agency – To use this option, the applicant or their authorised representative must be a registered user of the Secure Electronic Delivery System of the State e-Government Agency. The request and the accompanying documents must be sent to the GLI EA registered user at the Secure Electronic Delivery System of the State e-Government Agency. If an authorised representative electronically signs the service request form, a copy of a power of attorney must also be attached. The system automatically registers the application form, and the applicant receives a confirmation of receipt containing the file registration number and registration date. All service requests submitted after 16:30 are registered on the following working day.
  2. Submit a service request in writing - During working hours, the signed service request and the supporting documentation may be submitted in hard copies at the Administrative Services Centre. The service request is registered in the GLI EA information system, and the applicant receives the file registration number and registration date.
  3. Submit a service request by post or a licensed postal operator. The signed service request and the supporting documentation may be submitted in hard copies by post, or a licensed postal operator addressed to the GLI EA: 3 Knyaz Al. Dondukov Blvd., Sofia.

Internal Administrative Service Process:

The file is forwarded for processing to an officer at Directorate General "Labour Inspection".  The officer reviews the documentation provided and drafts a decision to issue a permit or a refusal to issue a permit. The Executive Director's decision is signed and provided to the applicant by the means they requested in the application form.

Processing times: 7 days

Period of validity of the document/the individual administrative act: 3 years after the issue date.
