Title: Issue of a permit for a single blast cycle

Authority providing the service: Director of Labour Inspectorate Directorate, responsible for the region in which the blasting works will be done.

Legal grounds – Law on Occupational Health and Safety - Article 13a (1)

Applicants: natural and legal persons registered as traders.

Documents required

  1. Application for issuing a single blast cycle permit (GLI EA template available).
  2. Single blast cycle project documentation.
    • The project must be developed by a first-degree designer of blasting works or a team of designers, with at least one team member being a first-degree designer of blasting works. The first-degree designer of blasting works must sign the front page and the drawings attached. When the application is submitted online by the Secure Electronic Delivery System of the State e-Government Agency, the project and the drawings must be signed with the first-degree blasting works designer's Qualified Electronic Signature;
    • The project must be confirmed with the site owners within the danger zone and the municipal mayor when the blasting works are done within a settlement.
  3. Health and safety instruction for working with explosives.
  4. A copy of the document certifying the right to use of an explosives storage area.
  5. Order appointing the blast cycle manager.       
  6. List of persons having access to explosives.

How to apply - The service qualifies as a third level electronic administrative service (two-way electronic communication).

  1. Online by the Secure Electronic Delivery System of the State e-Government Agency To use this option, the applicant must be a registered user of the Secure Electronic Delivery System of the State e-Government Agency. The application and the accompanying documents must be sent to the GLI EA registered user at the Secure Electronic Delivery System of the State e-Government Agency.

Important: The front page of the project and the drawings must be signed with the first-degree blasting works designer's Qualified Electronic Signature.

The system automatically registers the application form, and the applicant receives a confirmation of receipt containing the file registration number and registration date. All service requests submitted after 16:30 are registered on the following working day.

  1. Submit the application form in writing at a Labour Inspectorate Directorate. The application and the accompanying documents are submitted in hard copies to the Labour Inspectorate Directorate responsible for the region in which the single blast cycle will be performed. The application and accompanying documents are registered, and the applicant receives the file registration number and registration date.

 

  1. Send your application form by post or a licensed postal operator. The application and the accompanying documents are sent in hard copies to the postal address of the Labour Inspectorate Directorate responsible for the region in which the special blast cycle will be performed.

Internal Administrative Service Process:

The file is forwarded for processing to an officer at the Labour Inspectorate Directorate who is competent based on job description requirements or specific authorization to review the application form and documentation and draft the individual administrative act. The individual administrative act is signed by the Director of the Labour Inspectorate Directorate and sent to the applicant by the means they requested in the application form.

When the document review has established deficiencies or irregularities, written notification is sent to the applicant, stating the deficiencies or irregularities found and setting a deadline for their elimination, which may not be less than ten days. The individual administrative act is issued after the deficiencies or irregularities were remedied or, if not remedied, after the given deadline.

How to receive the individual administrative act - The individual administrative act is sent to the applicant by the means requested by them in the application form, which may be any of the following:

  1. Receive it online at the Secure Electronic Delivery System of the State e-Government Agency.
  2. Receive it at the e-mail address specified in the application form.
  3. Receive it by post or a licensed postal operator at a postal address specified in the application form.
  4. Receive it on-site at the Administrative Service Centre of the Labour Inspectorate Directorate.

Processing times: 5 days

Period of validity of the document/the individual administrative act - according to the period specified in the permit

Authority exercising control over the activities of the service provider: Executive Director

Service appeal procedure and deadlines: Within 14 days, before the administrative court in the region of the Labour Inspectorate Directorate.
